Project Description

Working with multiple developers, Novatech prepared a Community Design Plan (CDP) for the proposed 181-hectare Kanata North Urban Expansion Area (KNUEA) in Ottawa, Ontario. The CDP included supporting documentation, such as an Environmental Management Plan (EMP), Master Servicing Study (MSS), and a Transportation Master Plan (TMP). The CDP and supporting documents were completed in accordance with the Municipal Class Environmental Assessment (EA) processes.

Novatech’s water resources team was primarily responsible for the EMP. The EMP explored the existing hydrologic, geologic, and ecological conditions of the site to develop site constraints and opportunities. The EMP created an inventory and evaluation of existing natural features while considering the impacts of the proposed development. Stormwater management options were also presented to develop a recommended strategy to mitigate adverse effects and protect, enhance or restore the natural system.

The MSS provided an inventory and analysis of existing infrastructure to identify opportunities and constraints. Both on-site and off-site servicing alternatives were explored and evaluated based on the impacts on existing infrastructure and the environment (social, fiscal and natural). The result of the MSS was to provide design criteria and functional design of municipal servicing for use during detailed design phases of development.

The TMP similarly evaluated the existing and projected traffic conditions and outlined the requirements for the upgraded arterial road (March Road), and established the requirements, criteria and functional design for a collector road network for the proposed development.

The various technical reports, along with community infrastructure needs (fire station, schools, park & ride, parks), were established and utilized to develop a Concept Plan and land use policies for the development area, to support an Official Plan Amendment to designate the area as Urban Development. The approved CDP and the various Studies will guide the 3,000-unit urban development.
